Problem Statement
Currently, if an unauthorized user tries creating a ticket through mail on JIRA, he/she won't receive any notification saying the ticket was not created.
Suggested Resolution
Trigger a mail notification when this happens, to let the user know that the ticket wasn't created on JIRA.
