Summary
In Service Desk Server 3.1 a user is unable to edit their own comments if create attachment permissions is not granted to a user or a group the user is in.
Steps to Reproduce
- 1. Create a Service Desk Project
- 2. Remove the user from a group that has Create Attachment permission or remove all groups
- 3. Create a Service Desk issue and create a comment.
- 4. Attempt to edit that comment.
Expected Results
The user expects to be able to edit comments without needing the Create Attachment permission.
Actual Results
The operation fails with a GUI message: You do not have permission to create attachments for this issue.

Workaround
Grant the user or group the user is in to the create attachment permissions.
