Users are unable to edit comments without Create Attachment Permissions

      Summary

      In Service Desk Server 3.1 a user is unable to edit their own comments if create attachment permissions is not granted to a user or a group the user is in.

      Steps to Reproduce

      1. 1. Create a Service Desk Project
      2. 2. Remove the user from a group that has Create Attachment permission or remove all groups
      3. 3. Create a Service Desk issue and create a comment.
      4. 4. Attempt to edit that comment.

      Expected Results

      The user expects to be able to edit comments without needing the Create Attachment permission.

      Actual Results

      The operation fails with a GUI message: You do not have permission to create attachments for this issue.

      This issue was brought up in JSD-166

      Workaround

      Grant the user or group the user is in to the create attachment permissions.
