A customer is directed to the help center home page after attempting to access an issue using the regular JIRA issue URL. The issue is accessible to the customer when they use the issue's Service Desk portal URL.
Steps to reproduce:
As a customer with no access to the regular JIRA interface:
- Create issue in portal
- Attempt to access issue using regular JIRA issue URL
Expected Behavior:
After clicking the regular issue URL:
- Customer who has access to issue in regular JIRA interface - Taken to issue in regular JIRA interface
- Customer who has access to issue in portal but not in regular JIRA interface - Taken to issue in portal
- Customer who has no access to issue - Taken to portal home page (existing behavior)
