Ability to customize Forgot Password page to address customers from a read-only directory

      Summary

      In JIRA Service Desk, there are chances that customers' accounts are stored in both writable and read-only user directories. In these cases, it's unwise to enable External User Management as customers with writable accounts can't reset passwords themselves. However, customers with read-only accounts, upon requesting a password reset, receive an email asking them to contact JIRA admins. This causes overhead to admin tasks.

      Suggestion

      It would be great if JIRA admins can customize the Forgot Password page in a way that:

      1. customers with writable accounts can still request a password reset link via email
      2. customers with read-only accounts:
        • will be redirected to a relevant page (decided by JIRA admins) where they know how to proceed
          OR
        • presented with a message including a link to that page
          OR
        • the email content sent to them can be customized to include a link to that page

            Just to emphasise, this is different from JRA-21274 and JRA-30025 in that they are JIRA-specific and this request is for Service Desk which does present the customer with a different UI and workflow for changing their password. That is why I think this is an important change to implement, even if it is only the email content that becomes customisable.
