User from servicedesk portal can't create issue by email

      When one user that don't access to Jira apps but is created on Jira can create issues by service desk user portal, but when try to send a mail to an incoming mail get this error

      Cannot create issue due to invalid license: [Sorry, you can't create any issues right now, as you need to have access to a JIRA application to be able to create issues. To gain application access you need to be a member of a group assigned to an application.]

      When I check project permission, "Service Desk Customer - Portal Access" is on Create Issue, could be great that one user than already can create make it by mail.
