JIRA application restarts reset the Message Threshold in JIRA

      In JIRA it's possible for the user to set the 'Advanced mail loop detection' message Threshold to a custom setting.

      However if JIRA is restarted, the default value of 5 is automatically put back. Any changes made by the user are lost.
      The Domain setting is not affected.
