Ability to change the prefered JIRA language in my profile settings

      The feature requested for Customers to be able to choose their own language from the Customer Portal was implemented in Service Desk 3.3 and we will proceed to close this issue now.       Service Desk 1.2 introduces a new login and profile page.
      Similar to the customer time zone, add the ability to change the JIRA language. Because JIRA doesn't detect it from the browser settings JRA-36925
