Respect the browser's default language setting before log in on the customer portal

      As a Service Desk user (Customer), it would be nice if the customer portal adjust page language according to the browser default language. That just happens when the user logs in (If the user already set another language).
      Having a different language in the login screen than the one defined by the user may cause some confusion for customers on the login screen.
