Users not logged in should be able to change locale

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Currently we have both French and English people accessing the system. We don't make it mandatory for people to log in as everything is viewable. The problem is obvious here: English users see a French page when they aren't logged in (French is the default).

      It would be nice to offer a link somewhere on the screen to change languages (for the session only).

      Even better would be to detect the browser locale and load with that locale if possible (the links to change manually would stay).
