The language translations page is empty In JSM project's "Language Support" when the user profile language is set to Non-English language

      Issue Summary

      The language translations page is empty In the JSM project's "Language Support" when the user profile language is set to Non-English language

      Steps to Reproduce

      1. Create a JSM project and navigate to the JSM project > project settings > Langage support and click on add languages as mentioned on this page https://confluence.atlassian.com/servicemanagementserver/providing-help-in-multiple-languages-1014679294.html
      2. Try to change the user profile language from English to any non-English language (for example German (Deutsch (Deutschland)))
      3. Now, try navigating to the JSM project > project settings > Langage support, clicking on any non-English language, clicking on any of the available options under both portal and request types, and checking if the translation boxes are loaded.
      4. If the user profile language is set to English(United states) or English(UK) then the page will load with translations to be added like below: 
      5. change the user profile language to German (Deutsch (Deutschland)https://confluence.atlassian.com/jirasoftwareserver/managing-your-user-profile-939938953.html 
      6. Now try to load the language support page to navigate to the JSM project > project settings > Langage support and click on any non-English language and click on any of the available options under both portal and request types, and check if the translation boxes are not loaded 

      Expected Results

      The translations page under Language support should be loaded without issues despite the user profile language set

      Actual Results

      If the user profile is set to a non-English language, the translations page under language support is not loaded, and nothing is rendered.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available

      tested this 10.4.0 and the same behavior was observed
