Getting the error "The following hidden fields on the request type do not have the required preset values:" when a cascading field is set to "Required"

Issue Summary

In Jira 9.4.8 when filling in both parent and sub-options of a cascading field and then adding them to the Request types in Hidden section then we get an error in the screen

The following hidden fields on the request type do not have the required preset values:

Cascading Field
To repair this request type, set a value for these fields at the fields page.

This is reproducible on Data Center: (yes) 

Steps to Reproduce

1. Add a Select list (cascading) field
2. In the field configuration, add some options for that field
3. Make that field required
4. Go to Project Settings>Request Types> Add the Select list cascading field in the hidden section
5. Select the first and second fields from the drop-down
   
6. Save the form.

Expected Results

There would be no issues as both first and second fields of the Select list (cascading) which is required have been filled correctly

Actual Results

• After saving the request types if we open the project settings again we get the below error even if both the fields are already filled.
