Issue Summary

Announcement Banner on customer portal has three segments

• Help center announcement - Can be translated
• Login announcement - Can't be translated
• Customize help center - Can't be translated, even don't have option in Language support -> Announcement

This is reproducible on Data Center: Yes

Steps to Reproduce

• Create a Service Desk Project
• Navigate to Project Settings -> Language Support, verify the default language(be it English)
• Login to customer portal and click on customize on top right corner
• Add details for help center announcements, Login announcement and Customize help center.
  
• Now add another language support under Project Settings -> Language Support -> Add Language(be it Deutsch)
• Click on new language Deutsch and add corressponding translations for Portal and Request Types. Below screenshot is for announcement banner
  
• Save each options and at end check if Deutsch status is up to date and Available to Customers toggle is enabled.
• Now login to customer portal and change the browser and profile language to Deutsch

Expected Results

Login Announcement should display the message in Deutsch

Actual Results

Login announcement still shows in English

While there was no option to set translation for Customize help center under Language Support -> Announcement, so that too is not translated

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
