Re-index doesn't remove index warning message

      The problem can be reproduce after re-index and restart JIRA.

      The index warning message seems not fade away. For example:

      Finding:

      • JIRA 6.3.13
      Diagnosis:
      1. Disable the JIRA Service Desk plugin.
      2. Re-index.
      3. Restart JIRA.
