Issue Summary
When creating issues for Business and Software project you can pin the comments for these tickets the option does however not exist for JSM tickets. This should not be possible in JSM 5.70 but working for Jira Software in 9.7?
Steps to Reproduce
- Create a ticket for business or software - possible
- Look at the bottom to see if you can create a comment and pin the comment
- Not possible for JSM tickets

Only able to pin comments in Business or Software tickets.
