Issue Summary

When I am uninstalling the JSM/JSD from Jira environment. The JSM plugin leaves the trace as user-installed plugin

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Install JSM on Jira.
2. Uninstall the JSM.
3. Check the managed app page.
4. You will see the JSM plugin as user installed plugin.
   (8.20.x)
   (9.4.3)

Expected Results

The installation should be clean and no JSM plugin should be present in the list.

Actual Results

(8.20.x)
(9.4.3)

Workaround

Uninstall the plugin manually if not needed.
