This is reproducible on Data Center: Yes

The default transition issue screen is very small in size on windows Jira sevice management v5..4.3.

Steps to Reproduce

1. On JSM v5.4.3, open any project setting.
2. Click on workflow and open any workflow.
3. Create a new status and publish the change.
4. Link the newly created status to transition from one state to another and publish the change.
5. Now create a new issue in the TO-DO state and then try to transition from the TO-DO status to the new status.
6. This will open a transition window which will be very small in size.

Adjust the size of the browser window so that we can see the larger transition window.
