Issue Summary

focus moves inappropriately when user activates "Comment on this request field" input field.

Steps to Reproduce

1. Navigate to the "Help Center" and activate it.
2. Navigate to the main content and activate any link from the "Get IT Help", "Set up VPN to the office", etc options.
3. Complete all the required fields and click on the "Create" button.
4. Navigate to "Comment on this request field" textarea and activate it.
5. Observe that editor gets appeared below and focus moves to the main content.

Actual Results

When user activates "Comment on this request field" input field, the content such as editor gets appeared below of the input field and focus moves to the main content of the editor instead of toolbar option such as "Text Styles", "Bold", "Italic" and so on.   
As a result, keyboard-only and screen reader users will have to navigate the page content again before accessing the content which is after the triggering interactive element.

Expected Results

Ensure that the keyboard focus moves to "Text Styles" form field when user activates "Comment on this request field" input field using javascript .focus() method.
