When an administrator wants to grant full JIRA access to an existing Service Desk customer, they need to set up a new account for them. It would be handy if they could simply grant them a license seat and convert them into a regular user.
It's the same the other way round, while it would be useful to revoke JIRA access from a user and make them only a Customer.
