Unable to edit issue field layout from View issue screen

Issue Summary

Unable to edit issue field layout form view issue screen eventhough the screen have "Request Type" value filled in. The Configure button can't be clicked and return the error below :-

You can't configure the layout of an issue while it doesn't have a request type

Steps to Reproduce

1. Open JSM issue
2. Make sure request type value filled in
3. Scroll to the bottom and try to click Configure

Expected Results

Able to configure the issue layout.

Actual Results

Return the error below :-

You can't configure the layout of an issue while it doesn't have a request type

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
