Issue Summary

Date settings are not respected in next-gen project. It is always displayed as yyyy/MM/dd.

Steps to Reproduce

1. Navigate to https://<instance>.atlassian.net/secure/admin/AdvancedApplicationProperties.jspa and change the followings:
   • jira.date.time.picker.java.format
   • jira.date.time.picker.javascript.format
2. Navigate to a next-gen project request and look at the custom date field

Expected Results

The configured date and time setting is applied

Actual Results

The setting is not applied

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
