JQL function 'withinCalendarHours' in automation rule does not work when trigger is set as 'issue created'

      Issue Summary

      JQL function 'withinCalendarHours' in automation rule does not work when trigger is set as 'issue created' even though the SLA is actualy within Calendar hours.
      When trigger is set as 'Comment added' it works fine.

      Steps to Reproduce

      1. Create a rule like below image.
      2. Create a issue when SLA is within Calendar hours.

      Expected Results

      The rule ran without any problems.

      Actual Results

      The rule did not ran.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
