When email is sent to report an issue and people are CC'd, respect the cc list

      We support B2B clients so our case is based on that. But even if we were B2E I could see a user cc'ing their boss and the boss expecting the updates. Maybe that's an option that could be worked into the system. Something that would auto add watchers?
