We believe this BUG is not valid anymore.
Current functionality is that when a request type is hidden from portal by removing it from any portal group, it is available in the Create Issue screen internally for agents to create an issue against that request type. It is only hidden from the portal and not available for creation of new issues from the portal. Such a request type does not disappear from the Create Issue screen as mentioned in this bug ticket.

Issue Summary
When you add a request type to "Hidden from portal" (by removing it from other groups), this request type is also hidden from the create issue screen, not being possible to create requests of this type via Jira ("+" button).
Steps to Reproduce
- Go to a service desk project > Project settings > Request types;
- Choose a request type > click on Edit groups and uncheck all boxes;
- Note that the request type will start showing under "Hidden from portal".
Expected Results
The request type will only stop showing in the customer portal.
Actual Results
The request type also disappears from the Create Issue screen (Jira "+" button).
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available
