Move the comment box on the new customer portal to the top of the tickets

      Description

      Problem

      The new editor on the customer portal is awesome, but it’s placed on the bottom of the page which may not be a good experience for customers that has tickets with a lot of comments.

      Suggested resolution

      Put the comment box back to the top of the tickets.
