Option to set organization as watcher when creating requests that are shared with organization

      When creating a request, the reporter should have the option to set the entire organization as watcher when selecting to share the request with the organization.

      This would allow Service Desk team to receive customer response more quickly on comments in cases where the customer has a well-established, team based operation.

      Currently, members of the organization have to explicitly add themselves as watchers in order to receive notifications. Also, the Service Desk team has to mention other members of the organization individually in the comments if it wants to reach out to anyone other than the reporter even though the ticket is shared.
