Have rules for Next_Gen projects to Assign issues and update issue fields

      Problem

      Currently, JSD Next-Gen projects do not have the ability to add rules (similar to JSW) to:

      1. Assign an issue to someone
      2. Update an issue field

      Suggestion

      Add these rules for JSD Next-Gen
