Reorder workflow transitions in next-gen projects

      It would be useful to have the ability to re-order workflow transitions in Next-gen projects. Similar to what we have for classic projects. In classic projects, we can do this using transition property "opsbar-sequence": https://confluence.atlassian.com/display/JIRA/Workflow+properties
