Summary
In the current portal view, when "Use ISO8601 standard in Date Picker" is set to "Yes" - the first day of the week remains on Sunday

Steps to Reproduce
Set "Use ISO8601 standard in Date Picker" to "Yes" in
<base_url>/secure/admin/LookAndFeel!default.jspa
(Jira settings > System > Look and feel)
Create a new request via the customer portal and set a value in a date/time picker
Expected Results
Monday is the first day of the week
Actual Results
Sunday remains the first day of the week
Notes
This is not an issue on the older portal
