Customer Notifications are not being sent to Request Participants on request creation

Summary

Configuring with an automation on the issue creation step will not send the request created or request participant notification.

Steps to reproduce

1. Set Issue Created customer notifications to send to All Customers.
2. Add an automation rule to JSD project to trigger on issue create. Action is to set the assignee to myself;
3. Email with a request participant (in this case I added my other email to the cc field);
4. my cc'd email will not receive a notification;

Expected results

The notification to the request participant should be generated.

Actual result

The notification is not generated.

Workaround

Removing the webhook and automation rule will fix the notifications
