Users with Administer Jira, but without any application access can't access any portal

      Summary

      Users without Service Desk application access, but with Administer Jira global permission can't access any customer portal.

      Steps to reproduce

      1. Create a group without any application access and add it to Administer Jira global permission;
      2. Create a user without any application access and add the created group;
        1. It happens with any other application access;
      3. Try to access a Service Desk portal.

      Expected results

      The user should have access to the portal as a customer.

      Actual result

      The error "you don't have access to any portal" shows.

      Workaround

      Remove the group that has the Administer Jira permission.
