Summary
Users without Service Desk application access, but with Administer Jira global permission can't access any customer portal.
Steps to reproduce
- Create a group without any application access and add it to Administer Jira global permission;
- Create a user without any application access and add the created group;
- It happens with any other application access;
- Try to access a Service Desk portal.
Expected results
The user should have access to the portal as a customer.
Actual result
The error "you don't have access to any portal" shows.
Workaround
Remove the group that has the Administer Jira permission.
