Description
Summary
When an email sends to a different project , for example project A with abc@xxx.com email request , however the email subject contain the issue key for a different project , for example B-123 for Project B issue. Then , the email add comment to B-123 instead of creating a new ticket in Project A.

Steps to Reproduce
- Create project A , with email request abc@xxx.com.
- Then, create project B.
- Then , create an issue for issue B with def@xxx.com reporter. The new issue created with B-123 issue key.
- Then, send a new email to abc@xxx.com from def@xxx.com using "B-123 test" subject with "Comment Test" body content.
Expected Results
A new issue created in project A.
Actual Results
"Comment Test" is added as a comment to B-123 issue.
Workaround
Don't use issue key for intended to create a new issue.
