Images attached to page shared as KB article do not show

      Summary

      Images attached to page shared as KB article do not show for external users. This seems to be a holdover from HOT-82673.

      Steps to Reproduce

      1. Create a KB article with images
      2. Check KB article via the portal.

      Expected Results

      KB article should load with all images

      Actual Results

      Broken image icons replace images. Dev console shows Internal Server Error (500)
