Enable portal only users to upload custom avatars through the customer portal profile page

    Description

      Today an Atlassian Account user can edit their avatar from their profile in the customer portal via:

      • their Atlassian Account profile page uploading a custom avatar
      • Gravatar if it's enabled for the Jira application

      Gravatar is supported for portal only users but not custom avatar at the moment.
