After enabling pubic signup for JIRA and JIRA Service Desk, CAPTCHA is enabled in JIRA but not in JIRA Service Desk

    Description

      According to this document, to enable CAPTCHA in JIRA Service Desk. JIRA CAPTCHA setting should be enabled in JIRA. To enable it in JIRA, public signup should be enabled.

      Steps to Reproduce

      1. Enable Public Signup for JIRA
      2. Enable Public Signup for JIRA Service Desk
      3. Tried to signup for JIRA, CAPTCHA is enabled
      4. Tried to signup for JIRA Service Desk customer, CAPTCHA is disabled

      Expected Results
      Once public signup is enabled in JIRA and JIRA Service Desk, it should enable CAPTCHA for JIRA and Service Desk.

      Actual Results
      After enabling pubic signup for JIRA and JIRA Service Desk, CAPTCHA is enabled in JIRA but not on JIRA Service Desk.
