Option to block the issue creation through email when the email channel is enabled.

      In order to add comments to a issue through email in JIRA Service Desk, it is necessary to have the email channel enabled.

      However, with the email channel enabled, it is not possible to block the issue creation through email.

      I would like to have comments being created by email, but not new issues.
