Enable OAuth for JIRA Service Management customers

      Problem Definition

      When customer develops an application and tries to configure it with JIRA Service Management using OAuth. The OAuth dance works only with JSM agents and in our developer Documents we didn't mention that there's any restriction on JSM customers.
      However, it's currently not possible for JSM customers to grant permission to other application in order to access private data in JIRA on customers' behalf.

      Suggested Solution

      Add support of OAuth dance with JSM customers.
