Problem Definition
Today, if the public signup is disabled and an user without an account in JIRA Service Desk tries to open a new issue, nothing happens.
Suggested Solution
If the public signup is disabled and the user don't have an account, it would be nice if we can have an automatic email explaining this to the user. By doing this, he won't try to send a message again and will talk to the JIRA administrator if needed.
