Turn Off auto populated text globally

      Currently in Service Desk 3, was introduced the ability to turn off the Auto Populated text by Agent profile.

      As a Service Desk Administrator, I would like to have the option to turn off this option globally to all users.

      JSD-2257 only allows the ability to turn it off per-agent basis.
