Issue Summary
In Jira settings > [Jira apps] > [Organizations], admins can manage customer organizations.
When adding customer to organizations, unable to add that user to organization by email address if the following conditions are met.
- That email address user is already exists in the site as Atlassian account
- The user can't see customer's email address due to customer's email address visibility setting (https://id.atlassian.com/manage-profile/profile-and-visibility)
In such case, when user input their email address, "No options" is displayed.

Steps to Reproduce
- Jira settings > [Jira apps] > [Organizations]
- Open any organizations and [Add customers]
- Input Atlassian account customer's email address
Expected Results
Admins can add existing customer to organization by email address.
The user should be listed if the same email address is entered.
Actual Results
Admins can't add existing customer to organization by email address
Workaround
- Search the user by user name
- Add customer to organization via Service space > [Customer] > [Organizations]
