Issue Summary

Required custom fields do not show up in the automation dropdown for "Create work item with a request type" action

Steps to Reproduce

1. Create a custom field of any type.
2. Add that custom field to the request type in a JSM project
3. Make the custom field as Required via the required checkbox

Create an automation

1. Choose the action: "Create work item with a request type" 
2. Try selecting the required field from the dropdown 
3. It doesn't show up
4. If you remove the required checkbox, this work

Expected Results

Required custom field should be present in the dropdown

Actual Results

Required custom field are not showing in the dropdown

Workaround

Remove the required checkbox.
