Issue Summary
When uploading a CSV to import customer details with set a value empty, error indicate wrong Rows.
Steps to Reproduce
- Create Jira Service Management project
- Invite customers as portal only customer.
- Add Customer's details
Project > Customers > Manage details > Manage detail fields > Create field - Click [import from a CSV]
- Download the CSV import template and add a rows, setting detail field "Phone" to empty. (i.e. ,,,"",)
sample csv file : set 2user's(Row2 and Row3) phone number set empty.Email,User Name,Department,Account type,Phone,Role cust1@xxxx.com,name01,dev1,User,,Manager cust2@xxxx.com,name02,dev2,Customer,,User cust3@xxxx.com,name03,dev3,Pasrtner,112345678,Admin
- Upload the CSV and wait for the import to complete
Expected Results
Row 2 and Row 3 shows error.

Actual Results
Not Row 2 & 3, but other rows will be displayed instead of an empty row of values, like "Row 3 and Row 4", "Row2 and Row 4". (see attached file).
However, there are times when it will display correctly.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
