If you navigate to a service desk via the link at the top of a jira instance

Service Desk menu -> All Service Desks

Find a desk -> Customer Portal
This opens up a dialog. Now, attempt to file a ticket from this dialog. When I clicked on the submit button on the create ticket form, I got a spinner for around 20 seconds. Because of this latency I went to another tab or got a coffee or something, I don't remember what.
When I came back, my spinner was gone and the form was still present with indication of success or failure. I clicked create again. This time I had the same experience. No indication of success or failure.
The ticket in question was created 3 times before I decided to click around in the interface to figure out if it was getting created or not.
