Request Type Security: Allow limiting Request Types to Customer Organizations

      Problem Definition

      When restricting Request Types, the options available are to set specific users or groups.
      This does not allow Portal-only Customer Accounts to be used.

      Suggested Solution

      Allow Customer Organizations as an option to restrict Request Types to.

      Workaround

      Use Atlassian Accounts instead, since they are supported.
