Issue Summary

Images in canned responses are turning into attachments.

Steps to Reproduce

1. Go to an issue
2. Add an image in canned response
3. Use the canned response
4. The image comes as an attachment

Expected Results

The behaviour should be same when adding an image to a comment and adding an image to a canned response and using it.

Actual Results

The behaviour differs from using an image directly in the comment where it doesn't become an attachment.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
