Approval step bypasses transition rule

      When a workflow is configured, and approval is added to a status, we also add the approved and rejected transitions. 

      If these transitions have any rule, for example, a validator, then it is not honoured when the Approver rejects/approves the request. 

      Similar to JSDCLOUD-6988 in CMP.
