If one of my staff is looking at the queue view, they should have their eye drawn automatically to a queue with an issue 'about to breach' or 'has breached' (yellow or red) by having some indicator on the queue itself. Either a number highlighted separate to issue count that is 'amount of issues breached' or the whole queue to highlight yellow or red.
