Issue Summary

If a form field is linked to a Jira field, it will pick the formatting set for the linked custom field/Jira.

When the Form is downloaded as PDF from the issue, the date format is set to DD/MM/YYYY

However, if a form field is not linked to a Jira field, Date Format in Downloaded PDF Defaults to MM/DD/YYYY. It does not take into account the user's date format or location.

Steps to Reproduce

1. Create a simple form with a Date field and associate it with a Jira field.
2. Use the Form in a JSM request.
3. Once the ticket is created and the form filled, download the form as a PDF file. The date format for the Form field will be in DD/MM/YYYY format
4. Edit the form and remove the form field link to Jira field.
5. Repeat the test and you will see the date format has been switched to MM/DD/YYYY

Expected Results

The date format should either be:

• the date format set under *Cog icon --> System --> Look and Feel --> Date / time formats
  
  OR
• the date format based on Cog icon --> System --> General configuration --> Advanced settings
  
  OR
• based on language preference at Manage profile --> Account preferences
  

Actual Results

The date format is always set to MM/DD/YYYY format

Notes

It seems that none of the below configurations are used when setting the date format in all the downloaded PDFs.
