Problem Definition
Currently, the On-Call responder is assigning the issues to the first person who is on-call. This creates an imbalance in assignments of the tickets for teams who have multiple people as on-call at a given time.
Assign Issue has the functionality of balancing the load but we don’t have this for On-call Responder Assign Issue.
Suggested Solution
Provide an ability to load-balance assignments of tickets for on-call responders.
