Issue Summary

Forms don't translate drop-down list hint text (select....) to the selected language i.e. Korean in the user profile on the customer portal

Steps to Reproduce

1. Create a Form with a Dropdown field type 
2. Set the language to "Korean" in the Account preferences for your account.
3. Access the form from the customer portal or, access the form builder preview

Expected Results

All the fields including drop-down list hint text (select....) display as preferred language i.e. Korean.

Actual Results

The fields are translated but the drop-down list hint text (select....) isn't translated in the form.

Workaround

Go to the Forms >> Translate tab >> add ANY translation (you don't have to do the translation, just add a language), and then update the primary language to Korean.
